Ren'Py Visual Editor is almost that. Currently it is possible to build visual flows that can export directly to Ren'Py scripts. 

The editor can NOT yet edit existing Ren'Py scripts (this has to do with the complexity and fact that people who know how to write Python and make the most out of Ren'Py will create situations that the editor isn't able to process (yet).
